iPhone 6s and iPhone 13 both use a Nano-Sim, so it should fit the iPhone 13 Sim Tray. Why it's not fitting your iPhone 13, we wouldn't know. Did you buy the phone brand new? Or did you buy a used iPhone 13. If used, someone could have used an aftermarket tray in it.
