How can I unlock my locked Apple Account?

I forgot my account password

Many times the account is disabled due to using the wrong email. Then after giving the correct email, it takes 24 hours to update. Then after resetting again. It takes 13 days. Can I reset it now without waiting for the time?? Password. What should I do now?

Now it is in iCloud lock on my iPhone.
