For the iPhone 7 – a phone that ran iOS 10 when Apple introduced it about eight and a half years ago – iOS 15 is the end of the line. You cannot update an iPhone 7 to iOS 16 or higher.
You will need an iPhone 8, iPhone 8 Plus or iPhone X if you want to run iOS 16.
But, since you will be looking for a new phone, it would make sense to go with a model that can run the current iOS 18. An iPhone 15 or iPhone 16 would be recommended.
