In the UK I use OS maps and if I down load a GPX file it automatically opens in OS.
However, OS is no good else where in the world. How do I tell my iPhone 16 to open GPX files in a different app please

Long-press the GPX file and then the "Share" button at the top of the panel that pops up. When I do that it shows me all the apps I've got that can open GPX files and lets me pick one.
Depends what you want to use the maps for. I do hillwalking and long distance paths and use Plotaroute which can use GPX files, among others. I don't know what detailed coverage is like in the rest of the world, but you can try it for free and subscribe for more map, plotting and saving options. The only problem with it is that it cannot be used offline.
Garmin also has some apps but I wouldn't recommend them other than for synching to their devices.

the problem is os has taken over and the phone doesn’t give me a choice of which one to open the files.
for uk os remains the best as has the rights of way
