Can I publish an iOS app targeting iOS 9+ for armv7 devices in 2025?

The ScummVM team launched ScummVM on App Store last year. Apple had at that time dropped support for armv7 devices so only arm64 devices are supported. We do still support older iOS devices with iOS 9+ and armv7 if users wants to compile the app themselves. However, there are still plenty of old armv7 devices out there that would still be perfectly usable as gaming tablets for older games.

My question is if it's possible in any way to upload a build to App Store that could target those old devices?

When publishing builds today they have to be built with the latest version of the SDKs and signed with the latest version of Xcode.

I tried to build an archive with Xcode 14, that still supported armv7 and have all the frameworks used by the ScummVM application also for newer devices, and resigned the bundle with the latest version of Xcode but failed in verification step.
