I has signed in with my apple account in "System Settings->Apple ID" but I can download any app such like xcode from app store. It asks to review with "This apple account has not yet been used with the apple store". On the review page, chooses none payment choice and fill all information mandatory but submission failure "For assistance, contact iTunes Support at: www.apple.com/support/itunes/ww"

Seems Apple requires we have a payment method listed in our Apple Account for the first time we use the App Store or iTunes, even if we only download free apps.
