Why is the Save to Files feature not working in Photos on my iPad?

I am trying to save some photos from the Photos app on my iPad (iPadOS18.3.1) to the files app. It worked once but now when I select the photos I want to save in Files, click the share button, the dialog box comes up with ‘save to files’ as it should.

However, when I click on ‘save to files’ the same box reappears repeatedly and doesn’t go to the next box which should show the contents of ‘files’ app. Even with just a single photo it will not go beyond the ‘save to files’ box.
