I’m just upgrading into iCloud+ but I don’t have enough money but I failed because I was normally trying to update my payment information but it’s impossible to update it and I failed and now I’m the bad guy

What happened when you tried to update your payment method?
iCloud uses the payment methods tied to your Apple account.
If you use a different Apple account for iCloud than for the iTunes & App Stores then it will use the payment methods for that account and not your store account's payment methods.
