Start up security utility
Trying to install Mac OS Big Sur on my 2017 mbp 13
but the options under start up security utility have no options.
any solutions?

Your 2017 model-year MacBook Pro does not have a T2 chip. T2 chip was introduced in the 2018 model-year.
When attempting to change these settings on a Mac that does NOT have a T2 chip, settings you can not change are already allowed.
No more excuses -- Get to work! ;-)
