Why is there an additional $35 charge for insurance when buying an iPhone online?

I want to buy my cell phone online and when I add it to the bag in addition to the insurance they make me another charge

If you identified a carrier at the time of purchase, the carrier typically collects $35 to transition your service to your new phone. Most commonly called a carrier activation fee. It's been this way for the last couple years. Before Apple started collecting the fee, most users saw an activation fee on their cell phone bill after setting up their new phone. Now the money is collected at the time of purchase.
