Why does Siri translate Arabic but not Hebrew?

I looked at the list of languages below from Use Siri for information - Apple Support

Siri can translate from English into Arabic, Brazilian Portuguese, French, German, Italian, Japanese, Mandarin Chinese, Russian, and Spanish.

An online search indicates that there are approximately 9 to 11 million Hebrew speakers worldwide while the numbers for each of the other languages in the above list are significantly larger.
