i bought an IPAD PRO 12in near the end of 2023. I want to replace it with the smaller screen IPAD PRO same year same model, is it possible to get that done with no extra charge?

It is very unlikely that you will be able to trade-in your iPad Pro for a different model without incurring considerable cost. Potential trade-in values are much lower than the retail cost of a refurbished iPad.
