Why can't I download apps from the App Store?
Impossible to download any app. I tried to disconnect, reconnect. Restart and so on...

Try again, when started in Safe Mode: https://support.apple.com/en-us/116946
If there are any add-on “coffee shop” VPN apps, any add-on security apps, add-on anti-malware apps, or similar apps, remove all of those per the vendors’ instructions, restart, and try again.
Then… Contact Apple Support, as they can view your account: Official Apple Support
