The Apple App Store cannot be deleted from an iPhone and as such cannot be re-downloaded. It can either be moved to an other Home Screen, into a folder, hidden or restricted through ScreenTime.
Check all your home screens, and the App Library.

Otherwise check Settings ➜ Screen Time ➜ Content & Privacy Restrictions ➜ iTunes & App Store Purchases ➜ Installing Apps and make sure it's set to Allow.
