If you saw this, you saw either rumor or speculation. The facts are that Apple is not partnering with Starlink. Apple already has a satellite partner, and it is not Starlink.
T-Mobile is partnering with Starlink though, and if you want the service, you have to opt in. Some users who are upset about this are confused though, claiming they cannot opt out. That would be because they have not opted in.

No, you did not see that Apple is partnering with Starlink.
T-Mobile is offering Starlink and it's only available to T-Mobile customers if you sign up for their beta program.
