You can update an iPhone 7 to the latest release of iOS 15 – currently iOS 15.8.3.
You cannot update an iPhone 7 to iOS 16 or higher. For the iPhone 7, a phone which ran iOS 10 when it came out about eight and a half years ago, iOS 15 is the end of the line.

If you want to run apps which require iOS 17 or higher, you will need to purchase an iPhone that is compatible with iOS 18. I would suggest an iPhone 15 or 16 series phone that is likely to have years of updates ahead of it.

An iPhone 7 can't be updated beyond 15.8.3, it doesn't have the hardware required to run anything higher.
If you need a higher iOS version, you will have to purchase a newer phone.
• If you have an iPhone 5S or 6/6plus, the highest you can update to is 12.5.7
• If you have an iPhone 6S through 7, or SE 1st generation, you can update to 15.8.3
• If you have an iPhone 8 or X, you can update to 16.7.10
• If you have an iPhone SE (2nd generation or later), or XR through 16, you can update to 18.3.2
iOS 17 is no longer available, but even if it were, an iPhone 7 would not be able to run it.
To run iOS 18, you will need an iPhone XR or higher model. If you want to be good to go for updates for the next 5-7 years, consider an iPhone 15 or iPhone 16.
