How can I upgrade from iPhone 7 with iCloud storage with limited budget ?

You cannot expand the amount of local storage (device storage) on any iPhone. Whatever it has when it rolls off the assembly line at the factory is what it will have for life.

If you have an iPhone with 256 GB of device storage, and it is full, your choices are to

• Buy a new phone with more device storage, or
• Delete or offload stuff (photos, videos, music, TV shows, movies, apps)

If you are using iCloud Photos and have enough iCloud storage, you can turn on "Optimize iPhone Storage", which will allow your iPhone to substitute reduced-quality, space-saving local copies of some of your photos for full-size copies. The idea is that the full-size copies are still available in iCloud, from which the iPhone can download them on demand.

This does not remove photos completely from your iPhone (you still have at least a thumbnail), and the decision as to when to substitute space-saving copies for full-size ones, or vice versa, is under the phone's control. (Manually deleting a photo from a phone synchronized to iCloud Photos deletes the photo everywhere, including from iCloud, so you don't want to do that, thinking that you are merely "offloading" the photo.)

Note that if your iPhone really has "246 GB of data", all of which is "important information", you should subscribe to more than 50 GB of iCloud storage. You can't back up 246 GB of data into a 50 GB sack, which implies that a lot of your "important information" exists only on your phone, and would be lost if anything happened to that phone. (I.e., theft, hardware failure, forgetting the passcode and having to erase the phone to get back in.)

Not much we users on this user to user only forum can do about your financial limitations. Apple won't do anything either. What I would do is see what deals your carrier may be offering. At least here in the US, most carriers are literally giving away new current model iPhones in return for a contract, which keeps you their customer for the contract duration.
