iPhone 13 HDR video black screen

Ever since iOS 18 my iPhone 13 can’t play videos with HDR. Videos without HDR in my Photos app work fine. The problem seems to be with the videos that have the HDR label in the top left corner of the video screen. The video starts to play but after about 1 second the screen goes black and the audio keeps playing. You can even drag the video forward or backward and see the frame preview. On iPhone 13 we cannot disable smart HDR in camera settings so I can’t test recording a video without HDR. Oddly the HDR label gets added to videos I’ve made in the iMovie app too. And, strangely when I am doing a screen recording the videos with HDR play normally. Which is perplexing… why do they play when the screen recording is capturing? I noticed this when I was trying to do a screen capture for Apple Support. Any other iPhone 13 128 GB users running iOS 18.4 experiencing this issue? Any tips or workarounds? I’ve noticed power cycling my phone helps eliminate the problem for a short period and then the phone get’s hot and the issue starts happening again.
