Check in the Pictures folder--that's the usual place for the Photos Library. Might you have moved it?

You can check for your Photos Libraries, even if you have more than one, by closing Photos and option clicking on the Photos icon. That will get you to the Library Chooser dialog:

This shows your Libraries and the path to the one you choose. The Library you want should be the System Library. If you do have others, you can open them with this dialog, or you can go to the Library and double click on it.

Could you have moved the Library to an external drive? If that drive's not formatted properly, that could be a problem.,

Be sure to check in the Trash! And the Photos Library can't reside in iCloud Drive.

If you find the Library someplace it shouldn't be, don't try to open it-- just drag it back to the Pictures Folder.
