Which option is better for a stolen iPhone 15: keeping 'Stolen Device' on or off?
What is best, should I keep “STOLEN DEVICE” ON OR KEEP IT OFF? WHAT IS BEST? HELP

If you remove the stolen phone from the list of devices associated with your Apple ID, you will clear Activation Lock – allowing the thieves to "make your phone their own."
As far as turning Stolen Device Protection on or off, I believe that if you do not have possession of the phone, there is no way to do that.
