When someone else tries to get into my phone & know my passcode they can try to get into my apps that I have locked with the face lock but after a couple attempts it lets them use my passcode an they can get into the apps I had locked with Face ID

Sorry, what you ask is not possible.
If someone else knows your passcode, they can get in to your iPhone.
The only solution.....if you do not want someone else to get into your iPhone......change your passcode and do not give them your passcode.

In fact, it’s a bad idea to restrict to Face ID only. If your Face ID broke, no one could get in, not even the owner, until getting TrueDepth camera replaced or perhaps the main logic board.
