Yes, you can lift subjects in Photos app.
This feature is dependent on machine learning features and not on Apple Intelligence, and will work on most any recent Apple device, whether or not the device is supported by Apple Intelligence.

iPhone: Lift a subject from the photo or video background on iPhone - Apple Support
iPad: Lift a subject from the photo background on iPad - Apple Support
The new Photos editing function "Clean Up" allows you to remove some objects. It does not add stuff.
MacOS Sonoma as well as Sequoia will remove backgrounds, but not using the Photos app.
You can remove backgrounds in the Finder like this:
