An important Note turned up half-deleted. Settings won’t give me the option to restore that Note.
Why am I not getting the Restore option? and
How do I restore the Note to yesterday’s (hopefully complete) version?

IF you don't see notes recover when you log onto your icloud account on a web browser then there is no recovery.
Perhaps you were syncing to your mail account instead of icloud.
