Using any Third-Party Secure Filters?
If so, see if you need to remove the number, perhaps marking it as "Safe". Malwarebytes Mobile Security (found in the App Store), blocks out suspected scams, based on the sender's phone number. The paid version lets you report a number - once reported, it blocks it out, not even allowing it to go through.
Go to Settings > Apps > Phone and tap Blocked Contacts to see the list.
Tap Edit at the top
Tap the red - sign and then tap Unblock

Did you actually read what they asked? They simply asked how to unblock a number. It might help you to know how to do that as what I provided explains easily and succinctly exactly how to do just what they asked. What you provided makes literally no sense and certainly doesn't have anything to do with simply unblocking a contact you blocked.

OK. Then what was the point of posting a response completely unrelated to the question? I guess I'm just different. If I don't understand a question and I post something which misses the mark and someone points out I clearly didn't get it, I admit my mistakes. I suppose that's just me, however.
