Can’t remove Game Center from ICloud

I don’t use Game Center but it’s toggled on in ICloud. When I try to turn off Game Center in Icloud, the screen freezes. I cannot go forward or back. When I go to the Game Center in Settings to sign out, I get the spinning wheel of death. I am unable to sign out, because the page is white with a spinning wheel. When I go to iCloud.com, I get a note that ICloud has stopped responding. Meanwhile, Apple asks me to pay for more storage. Any other ideas?
