If you need to check: see: Countries and regions that support Apple Pay - Apple Support
You may need to update your iOS version to the newest available:
Eg: About iOS 18 Updates - Apple Support says: iOS 18.3.2 "This update provides important bug fixes, security updates, and addresses an issue that may prevent playback of some streaming content"
NB; If updating iOS: it is wise to back-up your iPhone first.
You can check for updates in Settings > General > Software updates
