Iphone not using default payment method?

So on my Apple ID Payment & Shipping list I have 3 payment methods, one mastercard and two online payment system (Think about something like paypal).

I have my mastercard at the very bottom and the online payment system (Indonesia's Gopay) at the very top, and thus the default, it even says "Gopay" on the Apple ID screen next to Payment & Shipping.

But when I try to buy an in-app purchase via Apple pay it charges my card instead, I have enough funds in my Gopay and this is a first too, I've already used Gopay for in-app purchases a few months back and it correctly charged my Gopay, so why is it not working now?

Haven't tinkered with my settings or updated IOS, it just randomly stopped using the correct payment method.

Thank you for the additional information. When you set default payment method through Payment & shipping, that’s your Apple Account cards. The card at the top is the default for Apple Account which includes iTunes, App Store etc.

The free standing Wallet app can set a separate default card by moving (press and holding) a card to front position. Default can also be set in Settings app in Wallet & Apple Pay.

GoPay is not a bank, but a FinTech (financial technology company) and in most countries have to partner with a bank to offer their services.

Here are the accepted payment methods for use with Apple Account in Indonesia.

Indonesia

DANA
ShopeePay
Most credit and debit cards
Apple Account balance (from adding funds)
GoPay

What country are you in?

Is your GoPay card the default card in your Apple Account or Apple Wallet app? Each can have their own default cards.

Apple does not accept your default form of payment for in app purchases. Most in app purchases must be completed using a credit card, Apple Account funds (Apple Gift cards) and in some countries phone company billing.

I'm living in Indonesia, and yes I have GoPay as my default payment method in my Apple ID, however I don't have any cards set up in my wallet.

And unless I am misunderstanding terminology, in which case just ignore this, GoPay isn't really a "Card" like a Visa or Mastercard, it's closer to something like Paypal, which I am able to add as a payment method through the Payment & Shipping screen in Apple ID.

Really? Because just a few days ago I used Gopay to pay for a subscription for the Webnovel app, no third party services or anything like that. my Gopay receipt even has it billed to Apple itself.
