Recovering iCloud photos after restoring from backup on a new iPhone

I recently purchased a new iPhone, and it seems that all my pictures have disappeared from iCloud.
Previous iPhone Situation:
Before I erased my old phone, iCloud Photos was turned off. Some photos were only stored on the phone itself and not in iCloud.
New iPhone Setup:
During the setup of my new phone, I selected the option to restore from an iCloud backup. I expected all my iCloud photos to appear on the new device and to lose the ones that weren’t synced to iCloud. Unfortunately, the opposite happened: All the photos that were previously stored on iCloud were erased, and only the photos that weren’t synced to iCloud are now visible on both my new phone and iCloud.
What did I do wrong during the backup process? Is there any way to recover the photos that were on iCloud before I switched phones?
