How do I permanently disable Face ID and Siri setup prompts on iPhone XS?

Hello. I just bought an iPhone XS to have the newest iOS, but it is asking me to set up Face ID and Siri, which I do not want.

But I can not dismiss this prompt completely, I can only select to do it later, but then I am bothered again by these messages. Is it possible to deactivate this feature?

After selecting Do it later, open Settings/Face ID & Passcode and turn it off. Likewise for Siri.
