Apple does not use IMEI to locate an iPhone.
Use Find My to locate your lost Apple device or AirTagApple SupportOfficial Apple Support › en-us
Your carrier can possibly locate the phone, but they will only normally do this in cases of a missing person. Even then, the carrier will require a court order to proceed.
