I used to have various options for arranging windows on Mac in the green little button on the top left: full, half, arrangement of 3 or 4 windows.
This option has disappeared now. It's back to left or right ...

Do you have "Displays have separate Spaces" turned OFF? Try turning it back on.

The street light ( Red, Yellow, Red ) buttons will disappear when the supported application is in Full Screen Mode
In Non Full Screen Mode, using Safari Version 18.3.1 (20620.2.4.11.6) with Sequoia 15.3.2
It is exactly what you show on your screenshot that has disappeared. the option with the 1-4 variations of window composition. Instead, it now shows this
All works here on 2 Apple Computer and 1 Apple Laptop
All running Sequoia 15.3.2
This must be a Unique and Localized issue with your computer
