iPhone, MacBook, not sending MMS to android

Iphone 14 pro, iOS version 18.3.2 and MacBook running Sequoia 15.3.1, an M2 2022 . MMS not sending in Messages on my iPhone and Macobook. Have previously been successful sending MMS/SMS to an Android user but this morning I get "Cannot Send Message , MMS needs to be enabled". IT IS ENABLED. Send as text is enabled.

I have followed all the steps I've been able to discern from the many sites that address this issue but with no success. (turning off, turning on, restarting,). Please help me, as I have many occasions to send MMS to Insurance, Dentist, SSI, Social Services, College etc.

MMS is your phone carrier feature, contact them to resolve your issue.
