How do I edit the list of links in the "plus" for Messages? I would like to be able to attach files and cannot presently. I would also like to get rid of some of the icons that appear.

You can tap and hold on an icon and then drag it up and down in the list and let it go where you want it. Anything you don't really need to use, you can drop it at the bottom of the list and move the ones you want higher up.
You cannot remove icons from the list however.
To send a File you can do so from the Files App or the App that holds the file, by tapping on the Share icon and then on Messages.
