How do I activate iMessage and FaceTime on iPhone?

I contacted my mobile operator, and as a result, they charged me for outgoing SMS for activating iMessage, but it still doesn't work, I did a reboot and other manipulations, but it didn't help. I also had spam messages from unknown senders set up, now it is disabled in the settings, maybe because of this activation failed and I did not receive a reply message from Apple? How can I repeat this procedure so that this activation has already worked for me?
