This almost seems to be a scam message you are reporting.
Loss of iCloud Data:
Obey the iCloud Terms & Conditions, and keep paying for the services. Apple won’t send you a threatening message. But, they would send you a reminder to keep up with having a Method of Payment before it goes away.
Download All of iCloud Drive:

Yes I can’t believe how aggressive they are. I have this iPhone used 10 R because Samsung locked me out of my galaxy 5451 demanding a password after five years of using a swipe thumbprint or pattern I don’t know what happened to the password. Now my family of devices that are in sync (a good thing depends what you’re sinking or thinking) this could be an episode from Black mirrors of a little gossip group Questioning the security of every move, I make yes that’s happening.
