I have deleted one important video in February 2nd or 3rd and I forgot to recover it. And now it’s already removed from the recently deleted files. But I really hope there’s way to recover that.

It is not likely your iCloud Backup is going to still have a file deleted on Feb 2nd or 3rd. The backup is overwritten daily in most cases and it would be concerning if it did not back up for over a month. Recovering the file would require you having saved that video in another location on your own or by backing up to a computer where it is possible to have multiple backup dates without iCloud syncing.
Sorry, but there is no other location it would be stored if it is not in your last backup.

Recover from your icloud backup if you have one and weren't syncing them to the cloud.
Unfortunately it didn’t backed up that time. The last one was in November. Do you have any idea what I should do?
