My keyboard freezes and will display accents and numbers. Rebooting only helps for a short time. After the last upgrade is when it seems to have started. Has anyone else experienced this problem.

Thanks for clarifying that you are talking about a hardware keyboard and not the screen keyboard.
Your picture indicates that the ipad thinks the key are being pressed and held, which produces the Accent Menu.
Try another keyboard to see if it will work correctly. If so, then the original one is possibly damaged.
