You can re-generate a recovery key given a trusted device and the Apple Account credentials, and can disable the recovery key.
If you set a recovery key and have then lost it, and have also forgotten the Apple Account password, then the Apple Account is permanently unavailable.
The fundamental reason for creating a recovery key is to disable all other means of resetting an Apple Account password.
