How do I change store front information for my Apple Account?

You cannot change the store front information for your account at this time. That message is show I cannot change my region please help me.

Have you cancelled all active subscriptions and made sure they have all expired?

Have you spent all balance on the account?

Have you made sure there no pending charges, pre-orders or free trials are active?
