How do I fix video stuttering in online videos and Telegram app on iPhone 16 Pro Max?

When watching most online videos in ANY browser, the sound and video stutter for a fraction of a second. Same thing when watching videos in the Telegram app. The FPS graphics show stuttering clearly on the graphics.

I have an iPhone 16 Pro Max 18.4, I used to have an iPhone 13 and did not have this problem.

I've tried rebooting and updating the iOS version, so don't suggest it.

Has anyone had this problem and is there a solution?
