This is a very good question to ask. We get very few people asking here in the community advice before buying a used Apple product. We do get countless people coming after buying used Apple products and it is entirely unusable to them.
One way you can tell of a stolen iPhone is that it's usually still tied to the original owner's Apple Account, which is the Activation Lock. This is a security measure designed to prevent anyone from setting up and using the iPhone for their selves. The iPhone should instead open up to the Hello screen.
Another way you can tell of a stolen iPhone is that the owner reported it stolen to their carrier and they blacklisted it. This would prevent you from using any cellular connection on it. While you can check the IMEI beforehand and see if it is blacklisted, they can also report it stolen after you purchase it.
The bottom line is that you must be very careful when purchasing used Apple products. I really wouldn't suggest it and instead you should buy from Apple Authorized Resellers or the Apple Refurbished Store, who usually offer discounts.

Short answer: You can't.
Longer answer: Even if you could, that would not prevent the original owner from reporting it stolen AFTER you purchased it.

Make sure that you have a written guarantee that you can return the phone for a full refund if you are not satisfied.
A seller who is unwilling to agree to this is a seller that you do not want to buy from.

Not directly, but ones with for an unusually cheap price are likely to be.
