How can I recover my iCloud photos on iPhone?

let me break it down for you:

IF you had this enabled Set up and use iCloud Photos - Apple Support turn it back on.

If you've been doing this How to back up your iPhone, iPad, and iPod touch - Apple Support and NOT the above link, then you do this Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

If none of the above was done, then your pictures are gone.

Well if you were syncing them to iCloud re enable it in iClouds settings.

iF you were backing up your phone to icloud and weren't syncing them, then restore from your backup.
