On my Mac I frequently download bank statements and annotate them for my accountant using preview. I am on a journey and want to use my iPad to do the same thing. Have downloaded the pdf to my Files app but am getting the above message. Who has set this password? The bank? Me, inadvertently? Apple? Microsoft? Tried all the passwords I can think of..
Try saving a copy with a different name. You should be able to annotate your copy. It's likely the bank does not want you to make changes to what is their official documentation. Another trick I use is this - I take a screen shot, then mark it up with my Apple Pencil.
