Swipe bar doesn't work on my iPhone 6
When I try to swipe up from an app to go to my Home Screen, it doesn’t move and I cannot switch apps with the swipe bar at the bottom of my screen.

Please try a Forced Restart procedure as provided below. Be sure to perform it quickly and ignore the slider that appears midway. It can take a few tries to get it right.
By the way, if you are trying to do this on your iPhone 6, it does not have the Home Bar on the bottom, but rather the Home Button. In that case, you would need to double press the Home Button to open the App Switcher.

If the Forced Restart Zachyy recommends doesn't work, you are dealing with an 11 year old iPhone. One which could be having a digitizer (screen) failure or Home Button failure after all these years. The phone is no longer supported, so getting service from Apple won't be a possibility and it would be time buy a new, modern iPhone at this point.
