Red indicator on the photo icon

Since apple updated (screwed up) the photo storage app I get a red dot with a number in it. I have no idea what it is trying to have me do and I cannot see the issue. Any ideas how to find out what to correct?

4. Notifications Settings:

- If you don’t want to see the badge, you can disable it:
