iOS 16 has already stopped being signed and when updating your iPhone, you don’t get to pick and choose which iOS software you want. You get the latest and greatest, which in this case is iOS 18.3.2.

An iPhone XR will update to iOS 18.3.2 (current), and not to iOS 16.

Your iPhone will always update to the most current iOS version, which is iOS 18.3.2
