How do I fix darkened Lock Screen and hidden notifications on iPhone without a focus?

My phone looks like I have a focus on but I don’t. I can’t see my notifications unless I tap them, I’m not getting vibrations to indicate I have an alert and my wallpaper is darkened. I’ve restarted my phone and confirmed my notification settings are the same and that I don’t have a focus on
