Apps not working offline

Hello everyone can anyone help me out of this. I’m having a very frustrating issue with my phone apps not working offline most especially AUDIOMACK unless I ON my data then it does launch and this is terrific for real. I need a help please. iPhone 6s Plus

New apps will not download on phone Iphone 12 Pro. Since I went to fiber optic for the home internet, the apps will not download. The phone is connected to cellular data. That has not changed. HELP!
