How can I use iCloud to turn on Find My after my iPhone 16 was stolen?

Iphone 16 was stolen and i cannot turn on Find my on another device through icloud

If Find My was not enabled before theft, it is not available.

Find My cannot be enabled remotely.

Nor can a user track lost or stolen iPhone by IMEI or serial number.
