I have an iPhone I want to trade in but it is sim locked by the carrier so can I still trade it in.

Yes, however you will still be responsible to pay off the balance, if any, remaining on that iPhone.

If you trade in to Apple, sure. But you will still be responsible for any unpaid balances on the iPhone through your carrier.
